I suppose it could be spinning backwards; I've never heard of this though (only 1 or 2 people have replaced the brushes AFAIK). Or maybe the sprag clutch (freewheel) is not engaging. if you're brave, you could reverse the starter leads or just hook them temporarily (<2 seconds) to a battery. Most mass market rebuilders rebuild the starter drive also. They grind back the teeth on the gear and of course the internal parts are of questionable quality. Sometimes there is as much as 1/16" or more of the original teeth cut back. Which can cause the starter to be spinning too fast before engagement making a nice grinding sound.
